Two different apps for one job
“Happ on a TV” means two different products in practice, and you should not mix them up.

On Apple TV there is a separate app, “Happ — Proxy Utility for TV”, from the App Store, different from the iPhone and iPad version. This is the developer's decision, tied to the limits of the tvOS platform: for example, there is no classic Happ routing, only simplified Direct rules with a built-in list that you can turn on and edit. How to pass a subscription from your phone
The awkward part of using Happ on a TV is not installation but typing a long subscription address or an encrypted happ://crypto… link with the remote. Both platforms solve this the same way: by passing it from a phone that is already set up.
On first launch, Android TV or Apple TV offers an import screen with a QR code. Open Happ on your iOS or Android phone and scan this code, and the app will try to pass the selected servers or the subscription over the local network. On Apple TV the phone and the TV must be on the same Wi-Fi network, and you must not close the import screen until the transfer is finished.
If local transfer fails, for example because the network does not allow it, both platforms support remote transfer through the tv.happ.su website: on the TV you choose Web Import, and on any device with internet you open the site and enter the temporary code shown, or scan its QR code.
iOS has a quirk: if you choose “Don't Allow” the first time it asks for local network access, the system dialog will not appear again. In that case it is easier to use Web Import or to reinstall the Happ app on the phone.
After connecting
On both platforms, after import you can choose a server, connect and disconnect, check ping and refresh the subscription, the same operations as on a phone or a computer. On Apple TV the system may free memory and delete the app's saved data when space runs low, so keep your current subscription at hand and know how to repeat the import quickly.
If there is no app for your TV
Not every TV platform has its own Happ app: for example, there is none for Samsung's Tizen or LG's webOS. Direct installation is not possible there.
The general option for any such TV is not to install Happ on the TV itself but to share an already configured connection from a computer or another device through LAN connections mode.
